CHANDIGARH: The Haryana State Human Rights Commission has directed the chief secretary to hold an inquiry against the deputy commissioner (DC) of Gurugram for reinstating two employees of a civil hospital who had not allowed a heavily pregnant woman to enter the healthcare facility because of which she delivered the child outside.

Principal Secretary had tasked senior doctors to conduct the enquiry in which these employees were indicted and services of two of them were terminated .

Deep Bhatia, a member of the commission, told TOI that they had asked the chief secretary to launch a probe to understand the circumstances under which the DC passed orders for taking back the erring employees. “The chief secretary should take appropriate preventive measures, so that such type of violations of human rights in medicalcare facilities do not reoccur,” Bhatia said.

A compensation of Rs 25,000 has also been deposited in the victim’s account by the authorities, on directions from the commission.

The incidents dates to February 2018. Munni Devi, who was in labour, was denied entry into Gurugram civil hospital as she did not have an Aadhaar card. Helped by relatives and passers-by, she had delivered delivered the baby at the hospital’s gate, without any help from the hospital.

A factual report from the chief medical officer, Gurugram, was requisitioned by the commission. It was on the orders from the principal secretary, health, an enquiry was conducted into the matter through two senior doctors — V K Bansal and Suraj Bhan Kamboj. On the basis of their report, services of staff nurse Manita and emergency medical technician Manoj were terminated.

Dr Monmohini, medical officer who was on contract, was also recommended to be terminated, but it was found that she was no longer working with the hospital . “The surprising part of the order is that these orders have been passed by the deputy commissioner without calling for comments from the CMO and without discussing the inquiry report,” said Bhatia.
