CBI lodges FIR against ex-CGM of ordnance factory in Rs 55.58L DA case
Lucknow: The Central Bureau of Investigation has registered a case against the former chief general manager of the Ordnance Equipment Factory (OEF), Hazratpur, Firozabad, for having disproportionate assets worth Rs 55,58,471 — about 73.28% over his known sources of income — between April 1, 2022 and Dec 31, 2025.According to the FIR lodged by CBI's anti-corruption branch in Ghaziabad on Feb 26, Amit Singh, a 1998-batch Indian ordnance factory service officer, joined OEF Hazratpur as general manager on June 30, 2022, and was later designated chief general manager in 2023-24.
He was transferred to Ordnance Clothing Factory, Kanpur, on Dec 25, 2025, and is presently posted at TCL Training Academy, Kanpur.A CBI officer claimed that that the assets held by Singh and his family were valued at Rs 18,82,871 at the beginning of the check period and Rs 37,33,567 at the end, implying addition of Rs 18,50,696.After computing income and expenditure, CBI officers found a tentative disproportionate asset worth Rs 55.58 lakh.The FIR also notes investments in mutual funds and bank balances, as well as "huge educational expenses" toward the couple's children."Information gathered so far shows clear signs that Singh may have wealth far beyond his known sources of income. The agency has filed a case and handed over the investigation to additional superintendent of CBI's anti-corruption branch in Ghaziabad, Ashok Kumar," an officer said. ‘Unauthorized factory visit during Singh's tenure'During Amit Singh's tenure as chief general manager of OEF, Hazratpur, a security scare was reported in late Feb 2025 when a South African national, Thomas Ferdinand Adlam, made an "unauthorised" visit to the factory. Adlam was on a tourist visa and was working with a US-based defence component firm.The incident prompted the then security officer, Lt Cdr (retd) Raghav Sharma, to file a complaint citing protocol violations and national security risks.Weeks later, on March 14, 2025, the Uttar Pradesh anti-terrorist squad arrested OEF chargeman Ravindra Kumar for allegedly leaking classified documents to an ISI agent via smartphone.
