Mumbai: The state cabinet on Tuesday has approved a major restructuring of govt departments. The total number of departments will increase from 33 to 45. However, there will be no fresh recruitment rather employees will be redistributed across departments depending on the work and responsibilities entrusted to each department.The entire exercise is being undertaken to bring in synergy and coherence in administrative work.Thus, the state revenue department will be split into the revenue department which focuses on land matters, the relief and rehabilitation department which focuses on relief work and the forest department that will take care of the state’s forests, sanctuaries and national parks. Similarly, the agriculture and animal husbandry department will be split into agriculture and animal husbandry, the cooperation, marketing and textile department will be divided into three--cooperation, marketing and textile. Protocol will be separated from general administration, transport from home. Industries, energy, labour and mining will be split into industries and mining department, energy department and labour department. School education and sports department will be divided into school education department and sports department.A single administrative department with three sub-departments created problems in the distribution of manpower. Also, the nature of work of each sub-department is different and handled by a separate secretary. To improve efficiency, ensure coordination and facilitate effective field work, the govt has decided to restructure the departments, said an official.The tourism and cultural affairs department has been divided into two.The medical education and pharmaceuticals departments will be split into separate food and drug administration departments.The employment guarantee scheme sub-department of the planning department has been included in the soil and water conservation department.The division of ministerial administrative departments, creation of new departments, and notifications regarding them will be issued under the sub-department of administrative reforms, innovation , entrepreneurship and reforms (office structure and procedures).
