Surveillance involves bumper-to-bumper trailing of vehicles, posting people outside Indian homes, following the Indians on foot or in vehicles, to restaurants, shopping areas or even diplomatic receptions, say those posted in the country.

The car carrying charge d''affaires Sudhir Vyas and his wife was repeatedly blocked and attacked while they were trying to move in Islamabad. Last year, a vehicle almost ran over counsellor Vipin Handa, who has been attacked seven times, just outside his house.
Several Pakistan security personnel sought to intimidate the Handas by surrounding them or coming "offensively close" to the woman inside a shop. She was followed while she was moving out alone.
The Indian military adviser was harassed even at Dubai airport in a carefully staged incident. Sources say this is unusual, but Pakistani personnel resort to such tactics at regular intervals. The most common targets are military personnel and those suspected to be involved with the Indian intelligence network.
Pakistani visitors and media personnel to Indian offices are questioned. It is almost impossible for anybody to maintain a personal relationship with any Pakistani. The locals visit Indian offices or homes at their own risk.
But the effort is to prevent Indians from functioning normally. Thus, telephones get disconnected even if bills are paid. There are blank calls and threatening calls.
The internet is subjected to raising of induction level in line or snapping connection. What is most intimidating is the repeated pressing of doorbells of Indian homes by Pakistan personnel. The Indian military adviser and his PA were subjected to this recently.
