Two boats carrying 21 people capsized off the coast of Okinawa near the controversial relocation site of Marine Corps Air Station Futenma. According to the Japan Coast Guard, the passengers were mostly high school students from Kyoto visiting the Henoko area as part of a peace education program. All 21 were pulled from the water, but a 17-year-old student and the captain of one vessel later died. Two others were injured. Authorities say the cause of the capsizing is under investigation as debates continue over the long-delayed base relocation project.
