‘India’s identity as the factory of the world is like….’: Prime Minister Narendra Modi on HCL-Foxconn chip facility in UP
Prime Minister Narendra Modi has hailed chip manufacturing in India as the win-win situation saying that the HCL-Foxconn semiconductor facility marks a historic shift in the country’s tech journey. His comments came at the laying the foundation stone for chip factory in Uttar Pradesh. The move signals aggressive push to move away from importing foreign technology and toward becoming a global “chip powerhouse.”
“Today, the coming of giant companies like Foxconn to India and cooperating in chip manufacturing also carries a global message. A democratic country like India is a reliable partner of the world. India's increasing participation in any value chain will also increase the resilience of that value chain. Therefore, India’s identity as the factory of the world is like a win-win situation for India and other countries of the world,” Modi said.
The project – which is a joint venture – has been named India Chip Private Limited, and will see an investment of Rs 3,700 crore at the Yamuna Expressway Industrial Development Authority (YEIDA) near the upcoming Jewar Airport. Once operational in 2028, the plant is expected to produce 3.6 crore chips per month.
“In the last 11 years, the Prime Minister has established India as a powerhouse of electronics manufacturing. India is now ranked third among nations that export electronics. In a month, 3.6 crore chips will be produced from this plant. The brain of the digital screens that you see will now be made in Jewar,” said IT Minister Ashwini Vaishnaw.
“The creation of Viksit Bharat (Developed India) will happen only when India is self-reliant. When India's chip is 'Made in India,' we will not have to look towards others for our modern equipment. Our progress in every sector will remain unimpeded,” Modi stated.
According to news agency PTI, the project is expected to generate more than 3,500 direct and indirect jobs, foster local supply chains, and attract partners across the semiconductor ecosystem. The facility is designed to process up to 20,000 wafers per month, strengthening a resilient and self-reliant chip supply chain in India.

Chipmaking is ‘soul’ of modern India
In a virtual address, the PM emphasised that semiconductors are the “soul” of every modern necessity—from AI and 5G to Electric Vehicles and defense equipment.“The creation of Viksit Bharat (Developed India) will happen only when India is self-reliant. When India's chip is 'Made in India,' we will not have to look towards others for our modern equipment. Our progress in every sector will remain unimpeded,” Modi stated.
