Europe holds a unique allure for travelers, and for many who haven't yet visited, it's a top item on their travel bucket list. However, several European cities are now grappling with the harmful impact of overtourism, as the influx of visitors strains infrastructure and disrupts local life. Many popular tourist destinations are grappling with issues such as pollution, traffic congestion, increased living costs, and even the erosion of local culture. As a result, some of these cities are taking steps to limit the influx of tourists.

Here’s a look at the places that are actively trying to manage or reduce tourism.

Venice has been suffering for a long time with overtourism. The influx of visitors has been harming the city’s fragile buildings, narrow streets and canals. Steps have been taken to manage the crowds, such as imposing entry fees, banning cruise ships, and restricting the size of tour groups. However, locals remain concerned, particularly about the impact of short-term vacation rentals on housing availability and affordability.

In 2023 alone, Athens with a population of 650,000, witnessed the arrival of more than 7 million tourists. As per the reports, the surge in visitors is straining the city, contributing to housing shortages, pollution, and overcrowding at key sites like the Acropolis. To control this situation, daily visitor limits have been introduced, whereas the government is considering more regulations, including restrictions on short-term rentals in certain areas to address the housing crisis.

Barcelona’s 32 million annual tourists have turned the city into a symbol of overtourism. Residents have voiced their disapproval of the increased living expenses, noise, and crowding brought on by the tourism boom. In an effort to relieve housing demands, the city council is addressing the problem by limiting cruise ship operations, raising tourist taxes, and preparing to outlaw holiday apartment rentals by 2028.

Bruges similarly suffers the same problem, with only 120,000 locals and 8.3 million tourists. Efforts have been made to stop cruise ships, halt hotel building, and postpone issuing new vacation rental permits, which haven't remedied the situation yet. Even though local authorities have rejected entry fees and caps, the city is nonetheless overrun with day tourists.

In 2023, Lisbon, which has a population of 540,000, witnessed around 5.4 million tourists. Calls for reform have been sparked by the rise in short-term rentals, which has increased housing expenses. The city also plans to cut the number of tourist tuk-tuks to reduce street congestion and maintain livability for locals.
