Dubai doesn't tend to attract authentic South American food. For whatever reason, more expats hail from Asia than the Andes, and most food that claims Mexican heritage is lying. Loca is a notable exception. It helps that the chef is Mexican, and his dedication to introducing Dubai to the cuisine of his homeland pays off with pitch-perfect enchiladas.
Loca has an extra trick up its sleeve: a beer list that spans the globe. Loads of brews are on draft, and large groups can buy a keg and hook it up to one of the many tables sporting private spouts.
