'Grateful' for Afghanistan troop plan: Ash Carter

Secretary of Defense Ash Carter said he was grateful for President Barack Obama's plan to keep the current 9,800 U.S. troops in Afghanistan through most of next year and 5,500 when he leaves office in 2017.
