Sources said Jaspreet Kaur has fled the city with her parents.

At the same time, Sector 29 resident Manmohan Singh, the father of the girl, and Devinder Singh, Industrial Area, Phase I, police station house officer, recorded their statement before the Chandigarh Commission for Protection of Child Rights (CCPCR) in Snehalya on Tuesday noon.

Manmohan Singh said the commission asked him about the delay in lodging a complaint in the case. He said he came to know about the incidents only after his elder son showed him videos on his mobile phone around a month back.

Chandigarh Commission for Protection of Child Rights chairperson Harjinder Kaur said the commission’s investigation has been completed. “A report will be sent to the higher authorities in the city. The case was reported around a month back but the police registered the case late,” she said.

Jaspreet Kaur had been caught slapping the girl while her leg was in a cast and stuffing her in a gunny bag in a series of mobile videos.
