C Vijaya Baskar on Tuesday announced on the floor of the assembly that all other districts in the state will follow suit.

With a record of more than 98% institutional deliveries, the state will instruct all hospitals to send information on deliveries to the health authorities of local bodies concerned across the state. Similarly , information about deaths will be sent to the local bodies from burial grounds and crematoriums. “This takes the burden off the people and fixes responsibilities on the system. A lot of people run from pillar to post to get these certificates. Now, it will be automatically uploaded within three weeks,“ Vijaya Baskar told TOI. Once this system is in place, people will be able to download the certificates from the government web pages, minister Vijaya Baskar said. When the registration is made online, names will be immediately recorded or removed from the National Population Registry . “We are linking the registry to the Aadhaar card.So, updates will automatically reach departments such as civil supplies and insurance, and the revenue department's so cial security pension scheme.We will be able to bring down duplications and proxy entries,“ a senior official said.

There are 16,142 registration units in 32 revenue districts of the state. Registration of births and deaths is compul sory at the place of occurrence as per the Registration of Births and Death Act 1969. In 2000, the

Tamil Nadu Registration of Birth

and Death rules made it mandatory for births and deaths to be reported within 21days of occurrence for registration.

Since the implementation of birth and death registration at the primary health centres, the state has issued 16.95 lakh free birth certificates between August 2009 and March 2017. If the registration is done after 21 days but within 30 days, the government will charge a late fee. Between one month and a year, written permission from a prescribed authority along with a late fee is required. For events registered after a year, an executive magistrate not below the revenue divisional officer is empowered to grant permission.

Officials nevertheless admit there have been a lot of slipups because the registry is manual. In April, the Madras high court unearthed a racket where touts, lawyers, judicial magistrates and unscrupulous litigants worked like a welloiled machine to produce more than 4 lakh birth and death certificates without verification.A total of 4,13,751 applications were ordered by various magistrates in Tamil Nadu from April 1, 2014, to September 30, 2015.

The court subsequently banned judicial magistrates from directing revenue and corporation officials to issue birth and death certificates.Certificates issued in that manner after January 25, 2017, were also declared invalid. “ All this will change once we create a more efficient people-friendly system,“ said Vijaya Baskar.
