NOIDA: The long-awaited e-challan system for transport department officials which will allow them to issue challans quickly and easily will be started on October 28 by the
Chief Minister
in the form of a
mobile application
.
Trials for the system were already on in Lucknow and now the same will be started after a one-day training of enforcement officials where they will be given instructions regarding the usage of the app on October 26.
In a letter to all the deputy transport commissioners,

(RTOs), Regional Transport Officers (RTOs) (enforcement), Assistant Regional Transport Officers (ARTOs) of 24 districts, transport commissioner K Ravindra Naik has said that the app will be started in the 18 commissionerate districts and others including Urai, Mahoba, Hamirpur, Sonbhadra and Unnao.
For this, the ARTOs (enforcement) of these districts have been called to the transport commissioner’s office for a one-day training on October 26, two days before the launch.
The officials have been asked to come with the mobile-based tablets and thermal printers, which have been provided to them for implementing the system.
Developed by the National Informatics Commission (NIC), the e-challan system will be used by the enforcement officers of the transport department.
“The NIC has developed a central database of the registration numbers and details of a vehicle. Through, the e-challan system, the official carrying out a checking drive in Agra will be able to see the past history of a person whose vehicle is registered in Noida. The idea was to create that database. This has already been running in 12 states including Haryana, Himachal Pradesh, Odisha, Tamil Nadu, etc. The transport officials of these states will easily get to know the details of a vehicle owner travelling in these states,” Vikrant Kumar, consultant for the e-challan project, NIC told TOI.

told TOI that the tablets for the enforcement officials have been provided by the department and budget has been allocated for those who are yet to receive the device.
Under the system, when an official intercepts someone for violating any rule, he can feed the vehicle’s registration number, driving license and other details of the driver concerned in the system. Since the app will be connected with the database of the NIC server, which has details of most of the vehicles already, the official will see the old history of the vehicle.
The system will also show the different rules and the penalty for these violations which can be levied by the official concerned. After selecting the codes of the particular rule, the app will calculate the amount of the penalty and a slip will be generated by the thermal printer subsequently.
