In a landmark shift for Indian higher education, five internationally reputed universities are in the advanced stages of setting up campuses in India under the University Grants Commission’s (UGC) 2023 regulations. The move, which aligns with the National Education Policy (NEP) 2020, aims to elevate India’s academic ecosystem by bringing top global institutions directly to Indian soil.
The five foreign universities on track to start operations between 2026 and 2027 are the Illinois Institute of Technology (USA), University of Liverpool (UK), Victoria University (Australia), Western Sydney University (Australia), and the Istituto Europeo di Design (Italy). These institutions are among the first to utilize the new regulatory pathway provided by the UGC’s 2023 guidelines that allow top-ranked global universities to establish fully autonomous campuses in India.
This development comes on the heels of the University of Southampton (UK) becoming the first foreign university to receive formal approval and a Letter of Intent from the UGC in 2023. Southampton’s Gurugram campus is set to open this year in August 2025.

5 foreign universities coming to India
Under the UGC guidelines, these five foreign universities from across the world are now set to establish their campuses in India.Illinois Institute of Technology, USA
Located in Chicago, the Illinois Institute of Technology (IIT) is set to become the first American university to establish a campus in India. Ranked 601–610 in the QS World University Rankings 2025, IIT is known for its excellence in engineering, science, and technology. This feels like a bad move that’s just going to drag down our IITs and NITs even more. Instead of letting these money-making foreign institutes set up shop here, we should be building partnerships with our own IITs, NITs, and IIITs.
