Heated arguments between Telecom Minister Jyotiraditya Scindia and Trinamool Congress MP Kalyan Banerjee during a discussion on the Disaster Management Bill led to repeated adjournments of Lok Sabha on Wednesday.

Both of them accused each other of making personal comments. Kalyan Banerjee expressed an apology for his remarks but Jyotiraditya Scindia said that he is not accepting the apology and that the remarks "were an attack on women of India".

The controversial remarks were expunged by Lok Sabha Speaker Om Birla.

Talking to reporters outside Parliament, the Lok Sabha MP from West Bengal's Serampore said these parties force adjournments due to which others do not get the opportunity to raise their issues.

"The House functions as per the wishes of the Congress and BJP. Congress and BJP should decide if they want to run the House or not," he told reporters. "They get more opportunities in the House and we don't get anything. They shut the House whenever they want."

"If the BJP does not want to allow the House to function, Nishikant Dubey will raise an issue. The same is the case with the Congress. They pick one issue and the House is adjourned. What about other parties? Our business is not happening," he said.

The government is working on the policy of "zero casualties" during disasters in line with Prime Minister Narendra Modi's pledge of making India a developed country by 2047, Union Minister Nityanand Rai said in the Lok Sabha on Wednesday. Moving the Disaster Management (Amendment) Bill 2024 for consideration and passage, Rai said that since the Modi government has come to power, losses have come down due to able disaster management techniques.

Members of the opposition expressed reservations on the bill during the discussion, alleging that it would lead to centralisation of power in the hands of the Union government, but the minister asserted that the legislation was framed to address the difficulties flagged by the states.

"India faces a variety of disasters across seasons. The government is working on the policy of 'zero casualties' in line with Prime Minister Narendra Modi's pledge of making India a developed country by 2047," Rai said.

When the House reconvened, Banerjee apologised for his remarks, but Scindia refused to accept.

"Mr Kalyan Banerjee rose in this House and said sorry. But I will say that we all come to this House with the spirit of contribution to the nation's development...but we also come with a sense of self respect.

"Any individual in their lives will not stand compromising with their self respect. Attack us on our policies, on our views, but if you will get personal, certainly be prepared for the response," the Union minister said.

"He has apologised. I do not accept his apology for the personal attack that he had made on me and on the women of India," he said.

Lok Sabha passes Railways Amendment Bill, Vaishnaw says won't lead to privatisation

"A few members have suggested this Bill will lead to railway privatisation, attempting to build a false narrative. I sincerely urge them to refrain from such claims. Their earlier attempt to create a fake narrative about the Constitution has already failed," Vaishnaw added.

Union minister Sukanta Majumdar suggested the notice serves as a diversion from allegations concerning connections between the Congress leadership and billionaire investor George Soros. "The no-confidence motion that has been brought is to conceal a thing by making a non-issue an issue. It is to conceal the relation of George Soros with Sonia Gandhi as if it comes out, there would be problems for the Congress. This is to divert attention from the issue," he stated outside Parliament.

MoS S P Singh Baghel called for former Congress president Sonia Gandhi to address these allegations. He noted that Nishikant Dubey raised this matter in Lok Sabha, whilst Sudhanshu Trivedi discussed it in Rajya Sabha. Baghel emphasised that the responsibility lies with the accused to provide clarification.

Baghel criticised the no-trust motion notice against Dhankhar as politically motivated, defending the Vice President's adherence to rules in decision-making.

Rajya Sabha MP Kapil Sibal commented on the opposition's notice, emphasising the importance of maintaining House traditions. He expressed certainty that despite their numerical advantage, the BJP would prevent the motion's admission, whilst advocating for discussion of the matter.

The opposition INDI alliance has submitted a no-confidence motion against Rajya Sabha Chairman Jagdeep Dhankar to the Upper House's Secretary General.

Congress MP Jairam Ramesh stated that the opposition initiated the no-confidence motion to preserve democracy.

"To save democracy, we moved the no-confidence motion yesterday...Today, the Parliamentary Affairs Minister said that it is an insult to the farmers. But how? You (BJP) don't let the LoP speak. Isn't that an insult to Dalits? The Rajya Sabha Chairman himself has said that the Modi govt is not listening demands of farmers...There is no personal fight with him (House Chairman) ...We had no role in the adjournment of the Rajya Sabha today...The government did not want the House to function...I hope the House will function tomorrow. We are ready for discussion. Some BJP MPs have told me they understand our sentiment behind bringing this motion," Ramesh said.

TMC MP Sushmita Dev indicated that the responsibility for normal house functioning rested with the treasury benches.

In a meeting with Lok Sabha Speaker Om Birla, Leader of opposition in Lok Sabha Rahul Gandhi requested the removal of BJP MPs' comments against him and advocated for smooth House proceedings. Gandhi stated that BJP's unfounded accusations were aimed at shifting focus from the Adani matter, affirming he would remain unaffected by such allegations.

Gandhi expressed his party's interest in conducting a parliamentary discussion about the Constitution, starting December 13. He emphasised their commitment to ensuring proper House functioning, despite it not being their primary responsibility.

"I had a meeting with the Speaker and I told him that our party is saying that derogatory comments against me be expunged. The Speaker said he will examine them. They (the BJP) continue to make all kinds of baseless allegations, but we have decided that we want the House to function.

"Whatever provocation they do, we will allow them. But we will try and run the House. We would want that somehow the House functions. We want there should be a debate and discussion. We want that there should be a debate on the Constitution on December 13," Gandhi told reporters outside Parliament.
Gandhi indicated that while BJP MPs were free to criticise him, the constitutional debate should proceed unhindered.

He stated firmly that BJP's reluctance to discuss the Adani issue was evident in their diversionary tactics, adding that his party would persist with the matter.

This should be revealed...Congress should apologise to the nation," he said.
