NEW DELHI: The Supreme Court on Tuesday banned

public demonstrations

with killed

stray dogs

in Kerala and asked the state chief secretary to submit a report detailing action taken against those involved in such demonstrations.

A bench of Justices Dipak Misra and U U Lalit disapproved the manner in which certain politicians recently beat up dogs to death, tied them to poles and carried them in public. The bench was also shown a photograph of Kerala Congress (Mani) politician Gils Periappuram posing with killed strays.

It asked the Kerala chief secretary to file a response to these photographs and said, “The response shall indicate what action has been taken. Needless to say, it will be an obligation of the state of Kerala to see that orders passed by this court are followed scrupulously and there is no public demonstration in the manner in which the photographs depict.” The court in its earlier orders had expressed concern over the extreme arguments advanced by the two sides, one seeking
