E-Swathu 2.0 snags slow property certificates, only 18% cases approved in Karnataka
Bengaluru: Technical glitches in the e-Swathu 2.0 software have limited applications and approvals for rural property regularisation, with only 44,508 requests received since its launch on Dec 1, 2025, and just 7,978 properties, around 18%, issued certificates.An e-Swathu certificate is the e-khata for properties within the jurisdictions of gram panchayats in the state. The rural development and panchayat raj (RDPR) department set a target to regularise over 97 lakh properties, but the initiative faced hurdles during its initial two months.
According to RDPR data till Jan 27, the number of applications crossed the 1,000 mark in only 11 districts, while 20 districts recorded low numbers of applications. Haveri district topped with 15,768 applications, Dharawad was second with 4,159, followed by Bengaluru Urban district with 4,149. Davanagere was fourth with 3,973 applications and Tumakuru was in 5th place with 2,254. Kodagu was in 31st place with only 20 applications.The data also showed that the Bengaluru Urban was in the top position among districts by issuing 1,854 e-Swathu certificates in two months and was the only district to cross the 1,000 mark. Bengaluru Rural was in second place with 538 e-Swathu certificates, and the remaining 29 districts did not cross the 500 mark.RDPR minister Priyank Kharge blamed the National Informatics Centre (NIC) for the slow progress and wrote to Union minister Ashwini Vaishnav on Jan 14, urging him to ensure immediate optimisation and stabilisation of the e-Swathu application.The issue also figured in the ongoing legislature session as Kiran Kumar Kodgi, BJP MLA from Kundapur, raised a question about the technical glitches. Priyank told the House, "The govt has observed technical issues in some applications due to defects in the NIC-developed software and hence the corrective measures are underway. The issues will be resolved in 15 days".According to RDPR officials, there were multiple issues in the software, including in applying for conversion of 11-B khatas into 11-A khatas, applying for new layouts and multi-storey (apartment) buildings, applying for e-Swathu certificates for KIADB properties, and converting the measurement units from guntas and cents to square metres.
