Karnataka police instructed to set up anti-rowdy squads at all stations

Bengaluru: State police chief has issued a circular telling the police force to set up dedicated anti-rowdy squads immediately to prevent crime.

It follows chief minister DK Shivakumar’s June 4 instructions to check anti-social activities and strengthen preventive measures.

According to a circular issued by the DG&IGP’s office, police stations should maintain confidential rowdy registers for effective surveillance and preventive action.

“Dedicated rowdy squads have to be formed in every police station. The squads have to be tasked with verifying criminal cases against individuals, opening new rowdy sheets wherever necessary, and maintaining updated records of rowdy-sheeters and anti-social elements,” it said.

Officers have also been directed to conduct regular surveillance of rowdies, monitor their activities and associations, identify emerging gangs and criminal groups, and gather actionable intelligence.

The squads have to initiate preventive measures under laws such as Goonda Act, KCOCA, and externment proceedings. They should also ensure the execution of warrants, bonds, and other legal proceedings against habitual offenders and conduct special drives.

To strengthen accountability, circle inspectors and station house officers will review the functioning of rowdy squads every fortnight. Unit heads have been instructed to periodically review and update all rowdy sheets.

Police stations will maintain separate registers documenting the activities and achievements of rowdy squads, and monthly reports detailing surveillance, preventive actions, warrants executed, and rowdy sheets reviewed must be submitted through proper channels.

The circular stresses a strict zero-tolerance policy against intimidation, extortion, public disorder, gang activity, and other unlawful acts.
