"Badal and Makkar want to get the release of hardcore terrorist, who is having deep roots in the field of terrorism through Pakistan. Therefore, it is a clear attempt to wage war against the Union of India. They have agreed to do the illegal act to seek clemency for Bhullar," the petitioner said in his plea.
"This is an attempt to collapse the prosecution and judicial system that worked for over 20 years to reach the end of justice. We would press for the filling of FIR in this case," he added.
This petition was filed a day after Badal met Prime Minister Manmohan Singh in Delhi (on Monday), appealing him to find means to commute death term of Bhullar to life sentence.
