Gurgaon: Former state power minister Capt. Ajay Yadav of Congress, on Sunday, said the Union and state governments should intervene to find a constitutional solution to the ongoing Jat reservation stir.
Speaking to the media on Sunday at the Congress office, Yadav said the Union government should raise the cap on reservations from 50% to 70-75% and offer it not only to Jats but also Bishnois, Rajputs and others, on the lines of the Tamil Nadu government's extension of reservation over the central cap.
"The cap on reservation, which is 50% in Haryana, can only be raised by a constitutional amendment in Parliament. The government can introduce a 'creamy layer' so that benefit reaches the needy," said Yadav.
Blaming BJP leaders for disturbing the state's law and order situation, he said while some BJP leaders are instigating Jat leaders to agitate, another BJP leader, Raj Kumar Saini, is instigating people from other backward castes (OBCs) against Jats. On Saturday, Jats had blocked rail traffic near Hisar to press for their demands.
Yadav questioned the caste census, which was conducted by the Union government, but whose report has not been released yet. "If it was not be to made public, why was it done?" said the former minister, demanding it should be released and reservation, over and above the existing 50% cap, be given to various communities based on it.
On February 9, after meeting Sube Singh Samain, leader of the Sarva Khap Jat Panchayat in Chandigarh, the CM formed a four-member committee, comprising chief secretary D S Dhesi, principal secretary (welfare of scheduled castes and backward classes) T C Gupta, principal secretary (industries) Devender Singh and a representative of the office of the Haryana advocate general, to examine the issue in detail. The committee is expected to submit its report by March 31, 2016, based on which outline for future action will be prepared.
