Suicide bid by personal secretary of IAS officer

Two police officers — an SHO and an inspector --from Unnao were suspended on Tuesday following suicide attempt by the personal secretary of a senior IAS officer in Lucknow on Monday. The victim had claimed in his suicide note that the police at Auras police station in Unnao were not probing a case lodged by her sister against her in-laws properly.

LUCKNOW: Two police officers — an SHO and an inspector --from Unnao were suspended on Tuesday following suicide attempt by the personal secretary of a senior IAS officer in Lucknow on Monday. The victim had claimed in his suicide note that the police at Auras police station in Unnao were not probing a case lodged by her sister against her in-laws properly.
Personal secretary of additional chief secretary, urban development, shot himself in the head at his Bapu Bhawan office in the city on Monday.

The victim, identified as Vishambhar Dayal, 52, was admitted to RML hospital where his condition was said to be critical. In a note that police recovered from the room where he shot himself, he blamed his sister’s in-laws for lodging a case against him over a property dispute, which he claimed had no basis. He was depressed as the investigations into the case had not reached any logical conclusion, police said.
Recently, his sister's inlaws have also moved court for another case to be lodged, the hearing of which was stated for September 7.
Inspector general of police (IG), Lucknow Range, Laxmi Singh, who was assigned a probe into the circumstances that led to the suicide attempt, ordered for suspension of SHO Auras Hariprasad Ahirwar and sub-inspector, Tamizuddin, for dereliction of duty.
Singh said that the cops were suspended because they did not register an FIR against inlaws of Vishambhar’s sister Ramdevi whose son Chhotu was allegedly beaten up by them.
“Cops have written a noncognizable offence report in the case and despite the fracture in the hand of Chhotu stern action was not taken by the cops,” she added.
On the other hand, giving a detailed description, superintendent of police, Unnao, Avinash Pandey, said that Dayal’s sister Ramdevi had a property issue with her in-laws and both the parties had lodged cases against one another.

Pandey also said that in one of the cases lodged in this connection in 2019, Dayal was also named but his name was expunged later.
Police added that another case was lodged against the family members of Ramdevi under Protection of Children from Sexual Offences Act, and sexual harassment and the police had expunged the names of the family members.
Pandey also clarified that Dayal was not named in any of the cases at present and no investigation was underway against him. “Two cases lodged by Dayal’s sister are under investigation at present,” he said. Earlier, on Monday, Dayal had reached his office around 1:30 pm and entered his room on the eighth floor in Bapu Bhawan. At around 1:45, other staff in office Sanjay Yadav heard a gunshot and found that the door of his Dayal's room was closed from inside.
Dayal was quickly taken to SPM Civil Hospital from where he was referred to DR RML hospital.
