Nagpur: The Maoist think tank has earmarked nine zones across India to expand Left-Wing ideology, mobilize masses and trigger internal disturbances to topple the govt. A classified document on Maoist infiltration of urban areas accessed by TOI underlines a ‘long-term’ vision of the Reds to use cities as launchpads to wage a camouflaged war against the ruling establishment.
While expanding their urban network, Maoists are also tapping former arrested cadres and surrendered guerrillas to gain insight into functioning of intelligence agencies, interrogation techniques of security forces along with their unit strengths, hierarchies, and workstations.
As per their ploy to dodge intelligence surveillance, Maoists are now learnt to be using newspapers and other print media’s advertising columns to publish messages, which appear normal at first glance, but carry coded clues for specific tasks and persons.
The Maoists think tank has urged cadres to develop code languages, signals and means of concealed communication for interaction and exchanging information in cities, where intelligence surveillance is strong. “Maharashtra and other states must pass an internal security law to crack down on frontal organizations of Maoists,” said a senior cop.
Maoist masterminds have also cautioned cadres against use of languages, slogans, or debate in public on any issue or topic, which may have a similarity with CPI(Maoist). Undercover cadres are also urged to dissociate themselves from known leaders of the banned organization.
The zones outlined across India, as per Maoist plan, have been identified as the Ahmedabad-Pune corridor, Delhi region, Bengaluru, Chennai, Coimbatore-Erode belt, Hyderabad, Kolkata, industrial cities of central India and cities of Gangetic plan.
The four top cities of India on their radar are industrialized cities of Mumbai, Ahmedabad, Pune and Surat, which are part of the ‘Ahmedabad-Pune corridor’. Neighbouring cities of Amravati and Gondia are also included in zones of the ‘industrial cities of 'Central India’ where Maoists plan to focus on employee unions and associations for infiltration and agitation.
“Maoist think tanks aim to set up bases in urban centres to capitalize on the working class and migrants here, whom they feel are potential weapons to dislodge the existing system,” said a senior security personnel.
A strategy for urban centres in a document — ‘Tech precautions’ — also available with TOI, told cadres to be wary about growing intelligence networks of the ‘enemy’ (security forces) in the cities like Nagpur, Gadchiroli, Delhi, Pune, Mumbai, Punjab, Chhattisgarh, West Bengal, Odisha, Andhra Pradesh, Telangana and Jammu and Kashmir.
