Govt aims to double income, jobs in Bihar in five years: Governor
Patna: Governor Arif Mohammed Khan on Monday said the state’s NDA govt has set a target of “doubling the average per capita income of people” and providing “double opportunity” of employment over the next five years under its “Saat Nischay-part 3” programmes.
Addressing the joint session of the state legislature on the inaugural day of the month-long budget session, Khan said the govt has prepared an exhaustive plan under ‘Saat Nischay part-3’ to accelerate Bihar’s development between 2025 and 2030.
“Under its first Nischay ‘Doguna Rozgar Aur Doguni Aay’ (double employment and double income), the govt set a target of ‘doubling the average per capita income’ of people. It also resolved to provide ‘double opportunity’ of employment/jobs, compared to the previous year,” Khan said.
Recalling the previous phase, he said, “In 2020, under the ‘Saat Nishchay-part-2’ programme, a target was set to provide govt jobs to 10 lakh youths and generate as many employment opportunities across the state. So far, govt jobs were provided to 10 lakh youths and employment opportunities to another 40 lakh people. In total, govt jobs and employment were provided to 50 lakh people in the state.” He added that the govt has now decided to double job and employment opportunities, and “for the next 5 years, a target was set to provide govt jobs and employment opportunities to 1 crore youths.”
“Under its Nischay part-2 ‘Samridh Udyog Sashakt Bihar’, the govt is making efforts to establish industrial areas in all 38 districts,” the governor said.
Khan also underscored that Bihar has been receiving “full cooperation” from the Centre. He pointed to the “special economic assistance” announced in the Union Budget of July 2024, when a big sum was allocated for roads, industries, tourism and health services, along with measures aimed at controlling floods.
“In the Union Budget tabled in Feb 2025, announcements came for setting up a Makhana Board and financial aid for building new airports, besides the West Kosi canal. The state also takes pride in getting the opportunity to host the Khelo India Youth Games in 2025,” Khan said.
He also noted that “Honourable PM Narendra Modi visited Bihar several times for the launch of a number of projects,” adding that work has now begun at a faster pace on those schemes. “With the assistance of the Centre, the development works in Bihar will gain momentum,” he said.
The governor, who spoke for nearly 20 minutes, said the Nitish Kumar-led govt is committed to maintaining the rule of law, and cited steps taken since Nov 24, 2005. He said the strength of the police force was raised to 1.31 lakh, while “the number of police stations was also raised from only 814 to 1,380,” and close to 50 lakh people have availed emergency services through the “Dial 112” facility.
Khan said communal harmony remains a top priority, with quick action taken whenever disturbances are reported. He also referred to large-scale fencing of ‘kabristans’ (graveyards), especially in mixed-population localities. “Similarly, a drive was on since 2016 for fencing of temples more than 60 years old, which went a long way in preventing incidents of theft in these places of worship,” Khan said.
