PATNA: Two senior IPS officers, Abhayanand and Shafi Alam, (both of 1977 batch), are battling with life. Both are undergoing treatment in Delhi hospitals. Although the two officers have been empanelled in DG rank by the Ministry of Home Affairs (MHA), they continue to hold the rank of additional DG in the state. Both have applied for central deputation but the state government is yet to relieve them.
While Abhayanand has suffered a second heart attack and is currently admitted in Escorts hospital, Alam is currently undergoing treatment at the
AIIMS for Multi Myeloma (malignant tumour in bone).
ADG (training) Abhayanand had earlier met chief minister Nitish Kumar and requested him to relieve him for the central deputation but nothing has been done in this regard till date. Alam and three other officers ADG V Narayanan, Rajesh Ranjan and Bhrigu Srinivasan (both IG) had given their names in the offer list for central deputation to the state government about three months back but no decision has yet been taken in this regard.
A senior police officer in the state police headquarters said Alam had once again requested the state government recently for the central deputation. According to the officer, Alam had informed the state government that his central deputation would help him get proper medical care in Delhi.
Earlier, the government had initiated departmental proceedings against Alam for visiting Singapore although the CM had given his nod. Alam contested the case in Central Administrative Tribunal (CAT) which quashed the proceedings. The government has now moved the high court against the CAT order.
As if these were not enough, the state government has also not promoted Abhayanand and Alam to DG rank despite the Centre enhancing the cadre strength in DG rank from two to three.
Home secretary Amir Shubhani confirmed that no decision had yet been taken regarding the central deputation of Abyanand and Alam. He said once they are relieved for central posting, the two would hold post of special DG in any of the central police organisations (CPOs).
