The scam is related to embezzlement of funds meant for the uplift of Scheduled Caste/Tribe students through imparting training in computer courses. However, the funds were disbursed to two private firms - Indus

Information Management (IIIM) and Sriram New Horizon - without conducting any course or examination for the beneficiaries, who were also fake.

Ramaiah is accused of wrongly disbursing Rs2,24,76,787 to IIIM only two days before his voluntary retirement from the post of the mission's chief executive officer. He had signed four cheques on February 26, 2014. Vigilance had submitted a chargesheet against Ramaiah, retired IAS officer Ramashish Paswan, serving IAS officer SM Raju and five others in the scam on April 26 last. Earlier, a chargesheet was submitted against IIIM director Sharad Kumar Jha on October 23, 2017.

Ramaiah surrendered on the direction of the Patna high court which had given him seven days' time. A division bench of Chief Justice Amreshwar Pratap Sahi and Justice Rajeev Ranjan Prasad had directed the court concerned to decide on his bail within a fortnight of filing the petition. Incidentally, on Wednesday, vigilance judge Madhukar Kumar was on a day's leave and Ramaiah surrendered before incharge court of Vipul Kumar Sinha (ADJ-X). Senior counsel YV Giri appeared for Ramaiah while public prosecutor (incharge) Vijay Sinha assisted by Anandi Singh opposed the bail plea.
