The most immediate issue centers on whether Iran will even travel. Mehdi Taj, president of Iran’s football federation, delivered a stark message following the recent attacks. He said, “What is certain is that after this attack, we cannot be expected to look forward to the World Cup with hope.”
It has been a mandatory mourning period for Iran; on top of that, the active security threats and strained diplomatic ties complicate training camps and international travel. The United States has existing travel restrictions on Iranian citizens, though, considering history, exemptions could be applied to World Cup players and staff. Whether those waivers hold under wartime conditions remains uncertain.
FIFA secretary general Mattias Grafström has said the organization will “monitor developments around all issues around the world.” Under Article 6.7 of the tournament regulations, FIFA holds sole discretion if a team withdraws or is excluded. Replacement options could include another Asian Football Confederation nation, such as Iraq or the United Arab Emirates.
