New PAN card application rules from April 1, 2026: No more Aadhaar-only applications; these documents become mandatory
PAN card application rules are set to change from April 1, 2026. As announced by Common Services Centres (CSC), a Government of India entity working under the aegis of Ministry of Electronics & IT, those applying for new PAN card or updating their existing PAN card will be required to submit additional documents other than Aadhaar. This means, applicants can apply for a PAN Card using only Aadhaar until March 31, 2026. Additionally, new PAN card application forms will be introduced, replacing the existing forms.

List of additional documents required for PAN card application starting April 1

At present, applicants can use Aadhaar as a document of proof, including proof for date of birth. However, from April 1, 2026, citizens will need to submit extra documents. These include:
  • Birth certificate
  • Voter ID
  • Class 10 certificate
  • Passport
  • Driving licence
  • Affidavit (Magistrate)

Name on PAN card to be removed

As announced in the X post by CSC e-Governance services, name (if not matching with Aadhaar) on the PAN card will be removed. Only the name matching with Aadhaar card will appear on it. Therefore, applicants must ensure that their Aadhaar details are correct and updated.

New PAN card application forms to be accepted

Another change coming from April 1, 2026 is that applications made using old forms will not be accepted. PAN card applications made using the new form will be acceptable from April 1, 2026.

The Income Tax Department recently released the draft income tax rules in line with the New Income Tax Act.
There are several changes in the draft rules pertaining to the requirement of quoting PAN Card.

The rules propose a change in the scope and threshold for PAN quoting obligations for transactions of purchase or sale of immovable property. Presently, PAN must be furnished in case of purchase or sale of immovable property if its value exceeds Rs 10 lakh. The new rule has raised the threshold to Rs 20 lakh. Other changes include:
  • PAN required for vehicle purchase only above Rs 5 lakh
  • PAN required for hotel payments increasing Rs 1 lakh threshold
