The CBI detailed the Punjab angle, explaining that a distributor named Mahadev Liquors, who had a wholesale license, was unwilling to pay bribes. Consequently, excise officials with hidden agendas closed down his distilleries in Punjab.

When he questioned the closures, he was told that the issue was not with Punjab but with Delhi. Eventually, he surrendered his license, and permission to reopen the distilleries was subsequently granted. The CBI sought to further investigate this matter.

The Enforcement Directorate (ED) has alleged that the Aam Aadmi Party (AAP), led by Arvind Kejriwal, received Rs 100 crore in kickbacks in connection with the excise policy. It is also claimed that a substantial portion of this money was used by the party for its election campaign in Goa.
