Dharwad Rural faces leadership vacuum as drought fears loom

The responsibility of mitigating these challenges—ensuring adequate drinking water supply and managing drought conditions—rests heavily on the district administration. However, the absence of an active elected representative in the Dharwad Rural assembly constituency has triggered concerns about how effectively these measures will be implemented.Under normal circumstances, elected representatives play a crucial role in overseeing relief measures, coordinating with officials, and ensuring accountability. In Dharwad Rural, this chain of responsibility appears weakened. MLA Vinay Kulkarni, who had earlier been barred by court orders from entering his constituency, had been informally supervising developmental and administrative matters from neighbouring Kittur. He conducted review meetings with officials there and monitored progress remotely.At the ground level, his wife, Shivaleela Kulkarni - chairperson of the Karnataka Urban Water Supply and Drainage Board - along with party leaders, had been acting as his proxy, overseeing routine governance and local issues.The situation, however, has changed dramatically following an April 15 verdict by a special court for elected representatives, which convicted Kulkarni in a murder case. He was subsequently sentenced to life imprisonment and lodged in Bengaluru's Parappana Agrahara Central Prison. With the conviction, the likelihood of his disqualification as an MLA has increased significantly.If Kulkarni is formally disqualified, the Dharwad Rural constituency may remain without a representative until a by-election is conducted. This comes at a critical juncture when administrative responsiveness is essential. Notably, Kulkarni had not physically entered the constituency since his election, which had already slowed developmental works and left residents grappling with unresolved issues.Now, with his conviction, his ability to influence governance - directly or indirectly -has effectively ceased. Neither he nor his associates can continue to oversee constituency matters, leaving a governance vacuum.In such a scenario, there are growing fears that bureaucratic functioning may go unchecked. Effective drought management, equitable distribution of water and fodder, and execution of development works require political oversight to ensure accountability.Residents and local stakeholders are increasingly demanding that responsibility for the constituency be entrusted to another elected representative. District minister Santosh Lad, who represents the neighbouring Kalaghatgi constituency, is seen as a viable option. Given that several villages now part of Kalaghatgi were previously under Dharwad Rural before constituency reorganisation, locals believe Lad is well-positioned to temporarily oversee the region's needs.As Dharwad braces for a challenging summer, the unfolding political vacuum in Dharwad Rural could significantly test the district administration's ability to respond effectively without direct political stewardship.
