HC takes note of violation of its orders on vehicle movement near Shimla hosp
Shimla: Taking cognisance that the court directions pertaining to the management of movement and parking of vehicles in and around the Indira Gandhi Medical College (IGMC) at Shimla and plying of vehicles from Sanjauli Chowk to IGMC are being blatantly violated, the Himachal Pradesh high court has ordered that Shimla SP, DSP traffic, SHO Dhalli, police post in-charge of Lakkar Bazaar and Sanjauli will be held “personally responsible” for the same.
The division bench comprising acting Chief Justice Tarlok Singh Chauhan and Justice Satyen Vaidya on Tuesday emphasised that these police officials will ensure that the court directions passed on March 23, 2017, are complied with in letter and spirit.
The court also noticed that even though construction of the parking near IGMC is being carried out, its pace is “absolutely tardy” and therefore the contractor of the parking is required to deploy more manpower and machinery to ensure that the construction work is completed within the fixed time. The court has ordered Tenzin Construction Company, Lakkar Bazaar, to file a status report on the construction of the parking facility, clearly outlining the road map ahead.
The court also directed the chief engineer of the public works department to file a response on whether the contractor has met the milestones outlined in the contract agreement, and to provide details on the proposed passage to the new trauma building, which includes two lifts and one ramp for patients’ accessibility.
The court also directed that henceforth there shall be no restriction on vehicular traffic movement on the road from Chhota Shimla to Panthaghati Chowk via Kasumpti and Vikasnagar via Brock Hurst.
The court also made it clear that there shall be no idle parking on these roads except in designated spots, and it shall be the personal responsibility of the SHO of Police Station East (Chhota Shimla) to ensure compliance with these orders.
