NEET UG 2026 leak crisis reaches Supreme Court as petition seeks NTA overhaul, court-monitored exam reforms

The Supreme Court is set to hear a crucial petition on Thursday seeking the dismantling or restructuring of the National Testing Agency (NTA) over the alleged NEET UG 2026 paper leak controversy, a case that has once again placed the country’s medical entrance examination system under intense scrutiny according to media reports.

The plea has been jointly filed by the Federation of All India Medical Association (FAIMA) and United Doctors Front (UDF), both of which have accused the NTA of failing to protect the integrity of one of India’s largest and most competitive examinations.

The matter comes days after the apex court made strong observations against the testing agency, remarking that it was “sad that NTA has not learned lessons from the earlier NEET paper leak.”

Supreme Court seeks answers from Centre, NTA and CBI

A bench comprising Justices PS Narasimha and Alok Aradhe had earlier sought responses from the Centre, the NTA, and the Central Bureau of Investigation (CBI) on the pleas demanding the replacement of the existing examination body with a stronger and autonomous institution.

The court directed the NTA to file an affidavit by Thursday detailing its compliance with the directions issued by the Supreme Court in 2024 following the earlier NEET controversy. The apex court also ordered the agency to submit a counter-affidavit in the present matter.

The chairman of the monitoring committee has additionally been asked to ensure strict compliance with the court’s previous directions. The petitions have also been served to Solicitor General Tushar Mehta and other parties connected with the case.

FAIMA calls NEET UG 2026 leak a ‘systemic failure’

In its petition, FAIMA argued that the alleged leak and the subsequent cancellation of NEET UG 2026 exposed a “systemic failure” in the functioning of the NTA.

The medical association stated that repeated controversies surrounding the examination have severely damaged public trust in the country’s examination system and raised serious questions about the agency’s ability to conduct secure and transparent tests.

The petitioners have urged the court to either replace the NTA entirely or radically overhaul its structure by creating a more secure and independent mechanism to conduct NEET UG examinations in the future.

Demand for high-powered monitoring committee

One of the key demands made in the plea is the constitution of a high-powered monitoring committee to supervise the re-conduct of NEET UG 2026.

According to the petitioners, the committee should include:

• A retired Supreme Court judge
• A cybersecurity expert
• A forensic scientist

The proposed panel, the petition argues, should oversee the entire examination process until a new National Examination Integrity Commission (NEIC) is formally established.

The plea further stated that the NEIC should function as an independent body dedicated to maintaining examination security, transparency, and accountability.

Petitioners seek immediate reforms in examination system

FAIMA and UDF have also sought strict implementation of the recommendations made by the K Radhakrishnan Committee, which was constituted after the NEET 2024 controversy to recommend reforms in the functioning of the NTA.

The petition has demanded that any future examination process should remain under judicial monitoring until authorities certify that adequate safeguards are in place.

Among the major reforms sought are:

• Introduction of “digital locking” of question papers
• Transition from pen-and-paper exams to a Computer-Based Test (CBT) model
• Stronger cybersecurity systems
• Improved monitoring and transportation mechanisms for question papers

The petitioners argued that shifting to a CBT model could significantly reduce risks linked to the physical handling and transportation of question papers.

CBI status report also sought

The plea has further requested the Supreme Court to direct the CBI to submit a detailed status report on the ongoing NEET paper leak investigation.

The petition seeks information regarding:

• Networks identified in the leak case
• Arrests made so far
• Individuals formally charged
• Progress of prosecution

The demand reflects growing concerns over the scale of the alleged leak and whether organised networks may have compromised the examination process.

NEET UG 2026 controversy triggered nationwide protests

NEET UG 2026 was conducted earlier this month for lakhs of medical aspirants across the country. However, allegations of paper leaks from multiple examination centres triggered massive outrage among students and parents.

The controversy quickly escalated into nationwide protests, with candidates demanding cancellation of the examination and a court-monitored investigation into the conduct of the test.
