The clip shows Rahul Gandhi cutting a chocolate cake kept in front of Singh and distributing it to him and others.
The video is being used to taunt Singh and claim that if a person was not allowed to cut his own birthday cake, imagine how he’d have been allowed to govern India as PM for 10 years.
TRUTHThe video is from Congress foundation day celebrations in 2018. It has got nothing to do with Singh’s birthday or him not being allowed to cut his own cake.
VERIFICATION AND METHODOLOGYUsing Google Chrome’s InVID extension, we broke the video into several keyframes and ran reverse-image search on them.
The results led us to a video uploaded on December 28, 2018 to Indian National Congress’ official YouTube channel.
Titled ‘Former PM Manmohan Singh and Congress President Rahul Gandhi cut a cake on Congress Foundation Day’, the video is a slightly longer version of the viral video above,
It shows both Gandhi and Singh jointly cutting a chocolate cake on Congress foundation day before the Wayanad MP proceeds to distribute it to Singh and others around him.

It should be noted that Singh’s birthday falls on September 26. We could not find any video in public domain where he was not allowed to cut his birthday cake.
VERDICTTimes Fact Check has found that an old, unrelated video is being circulated to falsely claim that Manmohan Singh was not allowed to cut his own birthday cake by Rahul Gandhi.
