In his complaint, Lohan alleged that payments were released to the firm contrary to the written terms and conditions of the tender. He further stated that penalties imposed on the contractor were lower than prescribed, resulting in financial loss to the govt exchequer and undue benefit to the firm.
According to the complaint, M/s Radha Krishna Co-operative Labour Society Limited was awarded a five-year contract for door-to-door garbage collection in the city. Under the tender conditions, data regarding waste collection was to be generated through scanning devices installed outside households.
However, during the initial phase, the required number of scanning devices were allegedly not installed, and the firm was said to be operating without adequate resources.
Despite this, the bill for the first 60 days was reportedly passed without imposing the appropriate penalty. Instead of deducting the prescribed amount, only a nominal penalty was levied, as per the complainant.
The matter was probed by officials of the urban local bodies department, including the Swachh Bharat Mission director and the headquarters executive engineer. Following the inquiry, irregularities were found, and a formal complaint was submitted to the police.
Further investigation is underway, the police added.
