Both Houses of Parliament are debating the Motion of Thanks on the President’s Address, with Leader of the Opposition in the Lok Sabha Rahul Gandhi, Congress MPs Tariq Anwar, Amarinder Raja Warring, Anto Antony, and Jothimani participating.

The Lok Sabha has allocated 18 hours for the discussion, and Prime Minister Narendra Modi will reply on February 4.

The Budget Session, later, saw major disruptions in the Lok Sabha when Rahul Gandhi cited excerpts allegedly from the unpublished memoirs of former Army chief General M.M. Naravane, prompting objections from the treasury benches.

Defence Minister Rajnath Singh questioned the source's authenticity, stating that quoting from a magazine report violates parliamentary rules. Rahul Gandhi defended it as authentic material from the memoirs reported in a published magazine, raised in response to a ruling party MP's allegations against Congress. Defence minister and all of us said that the House will function as per rules and one should speak as per rules...One cannot challenge the Chair. Congress MP Hibi Eden on Monday moved an adjournment motion in the Lok Sabha seeking an urgent discussion on the ongoing Special Intensive Revision (SIR) of electoral rolls in Kerala.


He alleged that the move could violate the fundamental rights of the people of Kerala and affect the process of free and fair elections, which are scheduled to be held in the state in the coming months.


In his notice to the Secretary-General of the Lok Sabha, Eden said that the revision of voter lists should be carried out in a transparent manner.

He claimed that conducting the process in a "hasty" way could undermine the mandate of voters ahead of the elections. Stressing that the issue poses a serious challenge to democratic values, the Congress MP urged the House to take up the matter for a detailed discussion.


"The ECI and Central Government's decision to conduct SIR in Kerala is surely directed towards violating the fundamental rights of the people of Kerala and is an attempt to disturb the process of free and fair elections which are due to be held in a few months. The revision of voters list should be conducted in a transparent manner and therefore the carrying out of this process in such a hasty manner is clearly an attempt to undermine the mandate of the people in the upcoming elections," Eden said.

Union environment minister Bhupender Yadav informed the Lok Sabha on Monday that the government is promoting mechanised sweeping and bush planting to curb urban dust pollution.

Responding to a supplementary Question Hour, he said city-specific plans are prepared, including greening tailored to each city's needs, as bushes help contain dust spread.

He added that states are encouraged to adopt mechanised sweeping given current road construction practices, noting that NCR municipal corporations have also been urged to implement it for dust control.
