Parliament Monsoon Session Live Updates: Union home minister Amit Shah on Wednesday introduced three bills in Lok Sabha, including a Constitution Amendment bill, which seeks to remove the Prime Minister or Chief Ministers who are facing allegations of corruption or serious offences and have been detained for 30 consecutive days.
Shah introduced the Constitution (One Hundred and Thirtieth Amendment) Bill, 2025, to further amend the Constitution of India and the Government of Union Territories (Amendment) Bill, 2025, apart from the bill to amend the Jammu and Kashmir Reorganisation Act, 2019.
The Jammu and Kashmir Reorganisation (Amendment) Bill 2025 seeks to amend section 54 of the Jammu and Kashmir Reorganisation Act, 2019, to provide a legal framework for the removal of the Chief Minister or a Minister in case of arrest or detention in custody on account of serious criminal charges.
It said that a Minister, who is facing allegation of serious criminal offences, arrested and detained in custody, may thwart or hinder the canons of constitutional morality and principles of good governance and eventually diminish the constitutional trust reposed by people in him.
However, there is no provision under the Jammu and Kashmir Reorganisation Act, 2019 (34 of 2019) for removal of the Chief Minister or a Minister who is arrested and detained in custody on account of serious criminal charges.
Section (5A) is sought to be inserted in the bill. As per section (5A) a minister, who for any period of thirty consecutive days during holding the office as such, is arrested and detained in custody, on allegation of committing an offence under any law for the time being in force, which is punishable with imprisonment for a term which may extend to five years or more, shall be removed from his office, by the Lieutenant Governor on the advice of the Chief Minister to be tendered by the thirty-first day, after being taken in such custody.
The bill provides that if the advice of the Chief Minister for the removal of such Minister is not tendered to the Lieutenant Governor by the thirty-first day, he shall cease to be a Minister, with effect from the day falling thereafter.
The amendment also provides that in case of the Chief Minister, who for any period of thirty consecutive days during holding the office as such, is arrested and detained in custody, on allegation of committing an offence under any law for the time being in force, which is punishable with imprisonment for a term which may extend to five years or more, shall tender his resignation by the thirty-first day after such arrest and detention, and if he does not tender his resignation, he shall cease to be the Chief Minister, with effect from the day falling thereafter.
It also provides that nothing in this sub-section shall prevent such Chief Minister or Minister from being subsequently appointed as the Chief Minister or a Minister, by the Lieutenant Governor, on his release from custody, as per sub-section (1).

The Constitution (One Hundred and Thirtieth Amendment) Bill, 2025; the Government of Union Territories (Amendment) Bill, 2025 and the Jammu and Kashmir Reorganisation (Amendment) Bill, 2025' were referred to the Joint Committee of Parliament after home minister Amit Shah introduced them in the Lok Sabha.
Before Lok Sabha was adjourned till 5pm, the Speaker Om Birla objected to behaviour of opposition members. The Speaker said members should not lower dignity of the House.
"People are watching. Opposition members had earlier objected to the introduction of three bills," the speaker further added.
The bill was referred to a Joint Committee of the Houses consisting of 21 Members of this House to be nominated by the Speaker Lok sabha and 10 Members of Rajya Sabha to be nominated by Deputy Chairman.

In the just-introduced Bill to regulate online gaming in India, there will be no punishment for those playing online money games; it is only the service providers, advertisers, promoters, and those who financially support such games will face the consequences, said sources

The Online Gaming Bill introduced in the Lok Sabha on Wednesday encourages e-sports and online social games while prohibiting harmful online money gaming services, advertisements, and financial transactions related to them. The Bill seeks to completely ban on offering, operating, or facilitating online money games, irrespective of whether based on skill, chance, or both, the government said.
Through this legislation, the government aims to promote e-sports and give them legal recognition.
This bill will help in providing legal support to e-sports. Earlier, there was no legal backing for e-sports, sources said.
"We have interacted with the 3rd segment of the online gaming industry. We tried to impose GST also, but the challenge continued. We had no option but to choose society for the welfare of people," a source said.

Rashtriya Janata Dal (RJD) MP Manoj Jha on Wednesday opposed the Constitution (130th Amendment) Bill, 2025, which seeks to remove PM, CMs, and ministers facing allegations of corruption or serious offences and have been detained for 30 consecutive days.
Speaking to ANI, Jha described it as a "tactic" that wherever BJP can't win elections, it will not indulge in horse-trading, but destabilise and topple that government through the bill.
"The difference between the accused and the convicted has blurred. The Supreme Court had commented about ED that they are becoming a part of the political game. They will slap PMLA cases against anyone and put them behind bars. This is a tactic. Wherever you can't win elections, you need not indulge in horse-trading. Just destabilise them and topple them. I think the Home Minister wants to target a few people from his own party as well," he said.
Samajwadi Party MP Rajeev Rai said, "One more line should have been written in it that either the criminal joins BJP or this bill will be applied to them. The Prime Minister and Home Minister, who claimed to send someone to jail, as soon as they join BJP, they become Chief Ministers and Ministers."

Speaking to ANI, Owaisi said his party would oppose the legislation.
"The people have the right to hold elected governments accountable; this bill goes against that. Executive agencies will get a free run to become judge, jury, and executioner themselves. The Chief Minister is removed in the Assembly," he said.
"This bill is unconstitutional. Who will arrest the Prime Minister?... All in all, the BJP government wants to make our country a police state through these bills...We will oppose them...The BJP is forgetting that power is not eternal," the AIMIM MP said.

Rajya Sabha proceedings were washed out in the pre-lunch session on Wednesday and were adjourned till 2 pm, as Opposition MPs continued to disrupt proceedings over their demand for a discussion on alleged irregularities in the Special Intensive Revision (SIR) of electoral rolls in Bihar.
The Upper House failed to transact any business as opposition members created uproar and raised slogans in the House.
When the House reassembled at 12 noon, Ghanshyam Tiwari, who was in the Chair, called for taking up the Question Hour.
Congress deputy leader in Rajya Sabha Pramod Tiwari sought to raise the issue of SIR and alleged "vote chori" but was disallowed by the Chair.
This led to sloganeering and shouting by Opposition members, who had already got up from their seats.
The Chair then adjourned the House till 2 pm.

Lok Sabha Speaker Om Birla on Wednesday urged Members of Parliament not to bring banners and placards into the House and asked them to cooperate for smooth proceedings.
The session was disrupted by opposition members shouting slogans, demanding a discussion on the Special Intensive Revision (SIR) of the voter list in Bihar.
During the session, Om Birla said, "I request that banners with wooden sticks are not appropriate in the House. Many of you shout slogans and bring sticks, placards, and banners, but this is not suitable for the House. Since you all belong to political parties, you should cooperate with the House."

Revolutionary Socialist Party MP N K Premachandran on Wednesday described the Constitution (130th Amendment) Bill, 2025, as an "ulterior motive" of the Centre to destabilise the non-BJP-ruled state governments and Chief Ministers.
The Bill seeks to remove the PM, CMs, and ministers held on serious criminal charges.
Premachandran told ANI, "It is not at all applicable to the PM but to the CMs and Ministers. This is with an ulterior motive on the part of the Government to destabilise the non-BJP-ruled state governments and the CMs. We know that ED, IT and so many central investigating agencies are behind the non-BJP state governments. It is very easy to destabilise the opposition-ruled state governments using the ED. This cannot be accepted; this will be opposed."
Indian Union Muslim League (IUML) MP ET Mohammed Basheer said, "This is against the basic principles of law; there are bad intentions in this. We are going to discuss the pros and cons of the bill..."
