Parliament Budget Session: Parliament adjourned for the day

Opposition leaders staged a protest on Thursday over reports of a nationwide LPG shortage during the second phase of the Budget Session of Parliament.

Tensions flared in the Lok Sabha on Wednesday when BJP MP Ravi Shankar Prasad and Opposition leader Rahul Gandhi clashed during debate on a no-confidence motion against Speaker Om Birla.

The confrontation began when Gandhi interrupted Prasad’s speech, claiming he had been repeatedly stopped from raising issues about Prime Minister Narendra Modi being “compromised” — a reference to the India‑US trade deal — and passages from a book by former Army chief General MM Naravane (retired).

The no-confidence motion was moved by Congress MP Mohammad Jawed after Gandhi attempted, during the motion of thanks on the President’s Address, to quote from Naravane’s unpublished memoir. The memoir reportedly contains a chapter on the 2020 Ladakh skirmishes with China. Ruling party members objected, with Defence Minister Rajnath Singh saying the book had not been published or authenticated.

The Budget Session of Parliament began on January 28. The first phase concluded on February 13, while the second phase will continue until April 2.

Parliament Budget Session Live Updates: Speaker will stop members who speak irrelevant issues, says Amit Shah
Speaking in the Lok Sabha, Union home minister Amit Shah said the Speaker ensures that members speak only on the matter under discussion.

Referring to the no-confidence motion against Speaker Om Birla, Shah said if a member begins speaking on unrelated issues, the Speaker has the authority to make them sit down.

He added that he himself would not speak on other subjects, such as the end of Maoism, while addressing the motion. Shah also questioned senior opposition leaders like Shashi Tharoor and T R Baalu, asking why such behaviour was being encouraged in the House.

He alleged that opposition members tore papers and threw them at the Speaker’s chair, saying such actions make it difficult to conduct the session.

Shah also criticised opposition MPs for shouting during discussions on important issues and said it was not appropriate when women MPs from the opposition moved towards the Prime Minister’s seat.

Parliament Budget Session Live Updates: Thakur accuses opposition of disrespecting speaker in his chamber
In a serious allegation during the Budget Session, Anurag Thakur questioned under whose leadership Congress members insulted and disrespected Speaker Om Birla inside his private chamber.

Thakur claimed that despite being targeted by such conduct, the Speaker remained silent.

"Under whose leadership did the leaders insult and disrespect the Speaker in his chamber? Which Congress leaders were involved in this? Speaker still kept silent," Thakur said.

He contrasted this with the Speaker's fair treatment of the House, noting that Birla prioritised "first-timers first" and gave opportunities to MPs who were even ignored by their own party leadership.

"First timers first; those who were not given a chance to speak, even by their own parties. Even those who got fewer opportunities by their party were given a chance to speak by Om Birla. Everybody is praising him. Every Member is speaking in favour of him," Thakur said.

"It seems that Rahul Gandhi was upset that the Congress MP spoke on it when he did not permit it. Now, if Rahul Gandhi was not in the House and other members of his party got the chance, they are now trying to snatch that away too," he added.

Parliament Budget Session Live Updates: BJP mocks Congress over 'errors" in speaker removal notice
Anurag Thakur mocked the Congress party’s attempt to move a no-confidence motion against Speaker Om Birla, claiming the notice was riddled with mistakes.

Thakur questioned how a party in power for 60 years failed to file a proper notice, stating the Speaker himself had to point out the errors for correction.

"The party which has been in power for 60 years does not know how to file a notice? There were so many problems in the notice that the Speaker had to inform them to correct it," he said.

He attributed these procedural lapses to Rahul Gandhi, further alleging that the LoP lacks "civic sense, common sense, and constitutional sense."

"Some people enter this House with minus triple C. No civic sense, no common sense, and no constitutional sense. They just want to create a ruckus here," Thakur said.

Turning his focus to the Opposition, Thakur accused Leader of the Opposition Rahul Gandhi of failing to maintain a presence in the House and preventing his own party's MPs from participating in debates.

“All members said they appreciated Om Birla and were happy with his conduct. They said he gave them the opportunity to speak. Rahul Gandhi does not stay in the House and does not allow party MPs to speak", said Thakur.

“Leader of Opposition was denied the right to freedom of expression; Speaker is dictating terms to opposition, misusing power; it cannot be done without the support and blessing of the ruling party”, said Basheer.

"Interestingly, the crude oil, after going up to $120 a barrel, yesterday came down to $90 a barrel. So this levy of surcharge by the airlines, this rationing which the government has introduced by implementing ESMA, this is a bit over the top, a panic reaction.
