113 developers get Orera notices over missing progress reports

Bhubaneswar: Odisha Real Estate Regulatory Authority (Orera) has issued show-cause notices to 113 developers for failing to file mandatory quarterly progress reports (QPRs).Under the Real Estate (Regulation and Development) Act, 2016, submission of QPRs is a statutory requirement for all registered promoters. These reports provide an updated status of projects, including construction progress vis-à-vis timelines and financial details such as funds collected from allottees and utilisation for construction.Orera said non-compliance with its directions or provisions of the Act — including failure to update QPR data on project websites — can attract penalties of up to 5% of the project’s estimated cost.Developers who fail to respond to the notices or provide satisfactory explanations will face formal inquiry proceedings. Continued default may lead to stricter action, including suspension or revocation of project registration under Section 7 of the Act.Orera chairperson Asit Mohapatra termed QPR filing “non-negotiable”, adding that non-compliance constitutes a violation of Rera provisions. Allottees can also file complaints under Section 31, seeking compensation or other relief. The authority said it will continue compliance audits and enforcement measures to protect homebuyers’ interests and ensure transparency in the sector.
