Odisha police launch statewide initiative to identify and monitor vulnerable zones for women's safety
Odisha police have launched a statewide initiative to identify and patrol vulnerable areas following recent gang-rape incidents. Police stations will map risky locations, especially after dark, and implement increased surveillance and community engagement. Strict action will be taken against groups congregating in isolated spots, and vigilance will be heightened in public spaces frequented by women and youth.
Bhubaneswar: Odisha police have launched a statewide initiative to identify and monitor areas that pose a potential risk of sexual violence against women.The move came in the wake of recent gang-rape cases reported in desolate stretches in some parts of the state, including the capital city. Police said the directive aims to strengthen women’s safety and ensure proactive policing in vulnerable zones.

“Each police station has been tasked with mapping locations that could endanger women, particularly after evening hours. DCPs and SPs have been instructed to prepare detailed, station-level action plans to prevent crimes against women in these identified areas. The plans will include increased patrolling, surveillance and community engagement to deter potential offenders,” a senior police officer said, adding that the activities of those earlier arrested on charges of sexual assault, stalking and eve-teasing will be monitored.Police personnel have also been directed to take strict action against groups of men found congregating in isolated places such as riverbeds, forests, and other secluded stretches to consume liquor or intoxicants. Officers claimed that such gatherings often create unsafe environments for women and must be curbed to reduce risks. “In addition, vigilance will be stepped up at public spaces frequently visited by young girls, boys and women, including parks, marketplaces and educational hubs,” the officer said.
Senior officers emphasised that the initiative is not only about law enforcement but also about building public confidence. The police department urged communities to cooperate with local police stations by reporting suspicious activities and helping identify unsafe zones.In the aftermath of the alleged gang rape of a minor girl in an isolated area here on Dec 10, 2025, the State Commission for Women (SCW) urged women to exercise caution and avoid deserted stretches during odd hours.The commission’s concern gained weight as similar incidents occurred in the state last year. In Puri district, two men allegedly gang-raped a 19-year-old college student near an isolated beach stretch after attacking her male companion on Sept 13. Earlier, on June 15, 10 men reportedly held a boy hostage before gang-raping his Plus III friend on a deserted Gopalpur beach in Ganjam district.“While there is no restriction on anyone visiting any place at any time, girls and women should take adequate precautions and avoid situations that may expose them to risk. At the same time, police must ensure that public spaces remain safe round the clock. Patrolling should be intensified,” SCW member Urmila Mohapatra said.
